As with any word that has two possible meanings, "since" should be used consistently with only one menaning. "Since" should only be used to mean "during the period after [something happened]". Although it can also be used to mean "because", this should be avoided, so as to remove any ambiguity - especially for readers for whom English is not their mother tongue. If you mean "because", then use the word "because".

Examples:

Avoid Use instead
Since invoices are printed, they must be filed.

(Implies that it only became necessary to file invoices after they began to be printed.)
Because invoices are printed, they must be filed.
